I. SUMMARY
You tasked us to analyze why the mission to save the Realm and promote the American Empire failed. We believe the essential premise of the mission remains sound. There can be no accomodation with the Arab mind and Palestinian parasites until they learn fear, humiliation and obediance through force of arms. Nothing alters the correctness of our diagnosis.
American society was not up to the historical task assigned to it because of its essential decadence and political instability due to overreliance on consent and
demos. This softness allowed only a short window within which to execute our plan before American power would collapse in confusion and accomodation. This 'American Disease' (see Annex B,
supra for complete details) has now infected Israel itself.
Our Sparta is now sick with the same American softness and weakness. The Olmert government's failure to ignite a regional war in the Summer of 2006 only the most glaring evidence.
Curing The American Disease
To salvage this situation, we have a three fold plan. We estimate it will take at least 4 years to implement. The budget and human capital (HUMCAP) allocations are set forth in Table 27,
supra.
First, to reverse the American Disease, we must accelerate its progress. We must 'heighten the contradictions' in American and Israeli society. Regional disorder in the Middle East, our initial objective in Phase One, will now serve to radicalize both societies. We must aggressively promote defeat as the consequence of betrayal and softness at home.
Our assets “SMUG CANADIAN”, “CHESHIRE CAT” and “CHEERFUL PUNDIT” will infiltrate the McCain, Guiliani and Gingrich campaign mechanisms towards that end. We also suggest an additional US $2.5 million be funnelled to Buchanan to subsize his polarization activities as well. He will be vulnerable to infusion through our usual False Flag cut out in Tempe, AZ. Later when he is exposed as relying on our money for subsistence, his following will implode. We also recommend covert support for progressive and Democratic web sites to promote the necessary dialectic of social restoration through heightened conflict. The Agents In Place to effect this manipulation are too numerous to list here.
Second, the U.S. military shows an alarming lack of commitment to our policies. The insubordination to Kagan's Surge is an unacceptable demonstration that Rumsfeld failed in his mission to subordinate the military to our Will. The Joint Staff in particular is a brake on all our plans. Accordingly, we recommend a further outreach effort to military evangelical organizations and networks to identify and promote officers who share our commitment and vision. Joint Israeli-American liaisons can further serve to cross pollinate our interrogation and other insights in controlling the Arab and Palestinians. We must also make sure that resentment in the military for failure be fanned. The military must equate Iraq-Defeat-Secular Progressive Decadence-Democrats. They then will be ripe for control.
Finally, we must begin more intensive cadre development. We failed in large part this time because we acted oversoon. Our cadres lacked sufficient numbers to occupy secondary and tertiary positions. This is true in the American government but also in Iraq at the CPA. Out talent spotting staff must be expanded beyond the Ivy League. Interbreeding and affirmative action have destroyed those student pools as reliable sources. Albert Wohlstetter before his passing in 1997 revised our PsychoActive Profile Kit (PPK). It has been improved upon since. We recommend the new PPK field trials begin immediately. Age Cohort Classes 5, 6 and 9 require three-fold expansion before OPERATION PEACOCK THRONE commences.
These initial steps, if taken together, will allow us to resume our march to victory and a New Middle East. This is a dark time for the American Empire. The Realm requires immediate assistance. If we act now, we will be poised to secure our power. The Tehran occupation will vindicate us all.

Increase in the number of troops in Iraq would be useful - ZEUS said he promises no loss in vain. But surge is bad word - been corrupted by the computer industry - who have been selling “surge-protectors” to consumers for years. Result: surge is unpatriotic word . Call future increases in troops -A surge resistance. Hillary Presidency may be useful if collapse is imminant - The movement base may be agitated by a Hillary-Pelosi matriarchical pincer - Enough to commit to Iraq for another forty years. A Dem House could be a sluice pipe too. Hillary-Pelosi+Segoline Royal on the flank. She's is soon to be tested. Think of the possibilities.
Gallipoli was a setback for Winston and Iraq may be a setback for ZEUS. But If withdrawl is imminant - HRC presidency would serve as a reactor and base regenerator. Imagine if withdrawl took place when HRC and Speaker Pelosi were holding their Winter Solstice celebration with Bachelet and Royal. Even Gingrich mught be able to win then. Glad to see he's getting the 'ol time religion now.
When Dubya leaves office his claim to fame that he was able to borrow a trillion or so dollars to juice the economy for a couple of years so it looks paper, almost as good the 90s economy was under Clinton if you squint. Republicans know this - on a deep level. If HRC is President - we should encourage inflationary policies to collapse the debt - and the dollar under - using exports as pretext. This will allow for a credit crunch possibility to coincide under the HRC-Pelosi pincer, while Iraq withdrawl takes place. The right wing reaction will be all but assured.
With Zeus in place - it may be wise to adjust the way the defense budget is presented now, so in the even of a HRC-Pelosi pincer there will be the appearance of a reduction in defense spending even if there is a real dollar increase. Maybe add parts of the DOE budget to the DOD budget; Perhaps passing some large new weapons programs now would be a good idea - ones that will have to be cancelled in a couple of years anyway. That Osprey is always promising - but you may want to now re-start up the nicely named Crusader artillary. Can you imagine how the right wing base will react if the HRC-Pelosi pincer cancels the Crusader artillary at the same time they are withdrawing from Zeus's crusade in Iraq? All this while reducing the debt in the face of rising interest rates to stave off the inflationary trends? Crushing! This could power a right reaction for another twenty years. Sure Rumsfeld already cancelled the Crusader - but it would take on a different narrative if we could do it under HRC under a Iraq withdrawl context.
Perhaps we can work for some bilateral trade agreements between Mexico and China - moving factories from Mexico to China means moving Mexicans to North American. That ought to keep Pat and the gang busy on the border and the Chinese move into Mexico will help jump start some old dormant fears - Those who lost China - lost Mexico too! Meanwhil HRC-Pelosi pincer on the Homeland crushing the American sprit while the Iraq boils in the wake of withdrawl. Tom Delay could be made viable in such an environment - PS - Turkey has every right to protect it's people and interests in N. Iraq. They may have to go in if the Kurds betray us by declaring independence. Tack on a tilt to the Indians in Kashmir and a re-tilt to the Paks against Karzai, along with a tild toward India re China. Recommendations:
1. Return to Latin Mass to combat Mohammedeans in Mesopotamia.
Pope John XXlll was the Jimmmy Carter of Christendom. Carter only gave away the Panama Canal - while John robbed the West of it's ancient liturgy and language. Return to Latin - necessay to match the Arabic unity of the Mohammedeans. We need to spitual strength. Bush should prostrate himself before the Sepulchar for penance. If Henry can go to Canossa, this is the least he can do.
2. At least two new conservative SCOTUS Justices needed. The GWOT is above all a culture war. The founding fathers - both of the Mother Church and the Father-Land are crying for their lost children. We need to go home to Mom and Dad.
3. New Hollywood rating system. More violence and less sex. The latter can be sublimated into the former = if necessary to motivate soldiers for GWOT.
4. Iran has been making pleasant noises lately re Region. Ahmadinejad seems to favor tradional values - Khatami, always struck as a squish or even a Lattimore-type. He's gone for good. We may be able to work with them on the Holy Land (sepluchar access, Mt. of Olives access, etc)
5. Work toward ecumenism re Assyrians and Chaldeans Christians in Iraq. This is the number one priority. We can then use them as our group of “Iraqi Exiles” to lobby Congress on legislation important to us.
Great stuff. The HRC Pelosi pincer is a freudian nightmare for Harvey and the gang. And alot of the war critics would come home united in the fear of 'loss of essence'.
